If a cop is arguing in circles with you, that means that he has no authority to do anything further. Call their bluff. Tell them you're not interested in having a conversation any longer and if they're going to arrest you to just do it and get it over with. They walk away every time. But if they don't, you sue their ass and you make money.
That was one of the biggest mistakes when the supreme court allowed police to lie to the public. The supreme court could have dilineated the allowance to an arrested person as compared to a citizen in public.
