Multi meter set to tone would be better. If you use a light probe like you have then you could be testing the positive side of the fuse and getting a false reading. It could show the fuse is good when in reality its not.
You may of have had power at the fuse going in but may not have had power coming out of the fuse did not even check to see if you had power coming to switch
