Wallace has just temporarily took care of his place and waited for Steven to return. Then in Pokemon Master, Steven appeared again as a hoenn champion that everyone on the beach would like to join a battle. Heart Gold&Soul Silver is just a remake of gen 2 which means at that time he didn't quit his position yet. It wasnt setted in a different universe like u said lol xD

Honestly, i had completely forgotten he was in the Anime until i saw the special episodes. Now, i had seen XYZ beforehand but this was when it had just finished airing. So there i am, sitting alone in my room at 4 in the morning, falling hard for this character all over again. Then I read the manga and had my heart put through a blender.

My guess possibly the reason why he didn’t mention that he was the hoenn champion in the Ruby and sapphire anime was because he wasn’t champion at that point because in the Sinnoh anime They said Wallace was the champion so I’m guessing that in the Anime Wallace was beaten by Steven and became champion.

Wallace decided to not be the champion and became a gym leader instead because he was in love with Winona and wanted to hang out with her more. When the battle with Groudon and Kyogere came around, Steven gave up being the champion because Wallace was supposed to be the champion anyway. ( bigger spoilers) He also did it because he knew he would be killed by using up all his power trying to control the Regis he caught. In the end with the new timeline he was alive again, and it’s been a while so idk if he was champion in that timeline or not, but yeah... It would have been cool if the game explained a bit more.
