In Touhou, the game play is an in universe game they play to settle disputes, because most heavy hitters are literal gods or god slayers. The weaker Touhou bosses can perform reality warping feats if they use their full powers. So they play that little game to avoid shattering reality on a weekly basis.
In Sakuya's case in particular, she's basically a time god, and can just delete people from history if she wanted. Dio lasted as long as he did purely because Sakuya didn't take the fight seriously.
Side note, she's also an ex-vampire hunter and works for a vampire 5x as strong and 5x older than Dio.
Now, Sakuya can't move during Dio's TS, and The World is invisible to Sakuya, so if he caught her lacking, he might get the dub.
... If it weren't due to the fact that Sakuya is functionally immortal due to the fact other versions of herself from different timelines could and would jump in to help.

To answer the question "How did she cut off The World's arm", there's obviously the Touhou explanation of how Sakuya can see and harm spirits, but there's also a JJBA explanation as well:
A Stand is normally intangible to everything except other Stands, but when attacking a physical object (like a normal person), they are temporarily tangible for the duration of the attack (or else they would just phase through the object).
Basically; if a Stand can touch a normal person, then the inverse must also be true.
This means that Sakuya didn't even need her "kill spirits" ability, as long as she knew where The World was, she could cut his arm because it would still be tangible due to having just attempted an attack.

The OVA also had him technically move through sunlight unharmed, though it was in Time Stop, and the OVA got a lot of things wrong, including also making him immune to Hamon.
I'd still guess that he'd die from sunlight at full strength more readily.
