You can use the Power Armor trick to get in the tank but it looks like Speed Demon is required. Without it you get stuck half way through the wall. Additionally the method shown in the video can be used to create an exit from the tank. It also allows any visitors to enjoy a quick swim rather than only those who know the Power Armor trick.
You can get in and out with the power armor I wasn't using speed demon but getting the power armor to place inside the fish tank and up against a wall is a pain in the butt

Most of the tank is outside of the build area but if you position your character by a window you can get some items to place in the window.
