I always appreciate all the details you add, why you take your decisions, explain extra rules that will impact the game down the line and so on. Saw an interesting comment on BGG by Dani Garcia about keeping track of which actions have been performed and which haven't on turns where a lot is happening (aka combotastic turns!). He says he uses extra tool markers to indicate actions he's already taken. Thought that was clever!
You rotated the wheel forward to see the ideal place to fit the first upgrade in, then you rotated the wheel forwards so that it'd match the previous main action. This will never work. The left wheel has 6 actions, while the right has 5, which means the 2 wheels do a full rotation at a different pace. If you want to try to fit in upgrades for your future turns, rotate it forward, then rotate it back.

Bought this at UKGE and played it last night - fantastic game.
Looks sweet but my only concern is that tulip scoring in rows and columns. It lacks the cleverness that is present everywhere else in the design.
