It's actually a way of keeping her safe and seeing just how determined she is to stay.
Still I can imagine, why he would assign the newbie: Somebody has to do it, and why wasting experienced officers for it, if there is a rookie available for it. I can't imagine, that he intended to keep her on parking duty forever, I think it's more like something everybody had to go through as rookies.
Also, it's a good way to have new comers get the lay of the land. However, I don't think that's really efficient. They could easily have her partnered with a veteran and do some not so hard and life threatening cases.

I have so many questions about Sloths being allowed to drive. Wouldn't their slow reactions lead to insanely high traffic accidents? Is it possible they're just faking it so they can take it easy on the job, and they actually have the best acting skills in the animal kingdom? That's now my head cannon and I love that for them.

I think you should watch Tarzan. It is by far my favorite childhood movie. I mean the story is good, the vibe is on another level, the music as well
