Fantastic idea!! Creative. Useful. Up-cycled (pun not intended 😉). A great project for a novice welder as perfection doesn’t really play a role for the majority of the piece. The foot-operated mechanism is a back saver. Hands down, this is a winner!

Better than that if you just placed the water inlet on the shaft, so you don't have to worry about the internal end of the hose
