The procedure timeline is not correct: you want to remove the grease/grime from the drivetrain first. Ideally, you may remove the chain by opening the quick-link so it can be wiped in an easier and quicker manner. This will also make a lot easier to clean the sprockets and especially the jockey wheels. After that, clean as described above. But before drying, spray some GT85 on the hinges, the brake pivots (not on the pads!) and other moving parts. This will displace any residual water/moisture that's trapped in small places and you won't be able to reach.
So i guess clamping the seatpost is official way. I’ve seen people say you don’t when working on the bike 🤷🏻♂️ Edit:by the way, I think it’s best to use a wet nap for simple cleans. I would only wash if I was caught in the rain. There is less chance of water going into the internal hub and bearing in the bb and wheels etc
Seriously should not tell people to use a hose on the saddle. Some come with a Brooks leather saddle. Also spraying the SA chain like that watching it mist all over, maybe the rims? Spray on a rag or use a non spray oil. The previous videos were spot on and helpful, I have serious mixed feelings about this one.

A recent GCN video pointed out that spraying water first can save your paint from being scratched by dirt you push around with a cloth
