Atris is the perfect embodiment of everything wrong with the Jedi; their arrogance, self-righteousness, and hypocrisy. Every single excuse she threw out, Surik was able to swiftly cut down with reasonable logic, which pushed Atris' buttons, due to her tunnel-vision perspective, to the point of her lashing out Surik. Deep down, she knows Surik was right to put an end to the Mandalorian Wars directly, but is too prideful and power-hungry to admit it. And her anger during the argument proves that she doesn't have as much self-control as she thinks she does. She tried anything to justify her own decision to refrain from aiding the Republic, which of course meant using Surik as a scapegoat, as Atris absolutely refused to face the ugly truth. Overall, it would appear that Atris was secretly jealous of Surik's free mind. The teaching of the Jedi were so deeply ingrained into Atris, that she blindly obeyed the High Council, as opposed to listening to the Force itself, like Surik did. Basically, she grew to resent anyone who made the right decisions without her being involved.
