I believe it states that on average, you're using 10-15% of your mental functions. Using more at the same time wouldn't give you new perceptions, it would just scatter your focus b/c you're trying to multitask. It's not a power meter, but rather a map of separate possible functions. I'm surprised this guy is so popular in the comments. I guess he has a passionate local following?
