You might try to prime the pump or at least introduce some oil into it to form a better seal on the impeller which seems to be operating in an air environment presently. That might help.
Obviously oil is lighter than water so are you thinking that viscosity is the issue? Did you try it with a bucket of water later to determine whether or not the pump was faulty out of the box?

That was going to be my next effort. I think this is going to get messy!

I think viscosity is the issue. I’m not finished yet with that pump!
