      It's unsure, the Barnhart Concise Dictionary of Etymology claims that "gaggle" might possibly be derived from "gogl", but the Oxford English Dictionary says that it's an artificial term from the 1400s, possibly from imitation of swan noises. Since the first attested use is in the late 1400s I'd probably lean towards it not being a cognate, but that's just some random guy on the internet's opinion :)
