They're likely the same folks. From what I've read, they have an office floor with call center cubicles... but the operators are pretending to be IRS agents, Windows support people, grocery coupon people, etc.
I always either get the sweepstakes winners or those that say I won a cruise. If I actually won a cruise for the amount of times they call me, I'd have gone around the Earth a dozen times by now.
You could record all their "Thank you for calling IRS, can I help you ?" and play it back to them, so they will think they are calling them self... Or maybe you could call 2 different person a the same time and make them talk together... to see what they will say, and maybe they will scam themselves !! Lol
Try with an audiofile where the audiolevel is very low, so they have to turn up the volume to hear what "you're" saying. And then suddenly make a very loud noise, so you scare the crap out of them :D

I feel like messing with the message makes it more fun for the scammers which is counterproductive. Simple, clear and easy to understand will produce the most rage which is the guilty pleasure these videos provide.
have the first response say "hello, I got a call that I need to pay my taxes?" then pause 5 seconds and have it say, "sorry, can't hear you?", another pause then, "could you speak up?" another pause, and THEN the scammer script. keeping them on for even an extra 30 seconds makes it exponentially more disruptive to incoming calls.
My favorite thought. is that they're getting so fed up they're answering the phones with insults on people who could be legit callbacks from their scams.

Project Mayhem! You are blowing up and this content is incredible! I just wanted to give you some editing tips that I think will help your videos get to the front page everyday from a viewer point of view. First, the rock music in the background is enjoyable but I feel as though it takes away from the audio that is the primary source of entertainment in the video. I personally have trouble hearing over the music to hear the quieter audio and conversations. Second, I would put a sound effect at the end of each conversation so that we can distinguish between each conversation and the next because some of them bleed together sometimes. Third, the videos are pretty long and similar so it would be really cool if you did a "highlights" video that was around 4 minutes long with all of the funniest conversations from each call flooder. Then you could also release the longer/unedited version that is 10 minutes long for people that really want to hear more. And of course help your watch time. These were just some things that I personally think would help the videos but you REALLY do have a great idea and I think you will just grow more and more everyday with or without considering a thing I have said. I am by NO means an expert or good TH-camr myself but I just offer these ideas as an everyday consumer of a lot of videos. Keep up the great work Project Mayhem! Can't wait to see more!

Every once in awhile, you should actually talk to them - just to keep them on their toes. Also, I'd make the messages as long as possible. String them along for as long as possible so they're tied up longer. Regardless, this is epic! Nicely done!

Larry Bundy Jr what I do is actually go in and get to a human, then I start to switch the language I’m speaking in.
They're the same people, Larry. These very people call my house no less than SIX times a day with five different scams.

You should call in the middle of when this is happening and record their reaction when they cuss out a potential payday.
What you need to do is play Lloyd Christmas's most annoying noise in the world part from Dumb and Dumber. Really, loudly. After 4 seconds of silence.
Every once in awhile, you should actually talk to them - just to keep them on their toes. Also, I'd make the messages as long as possible. String them along for as long as possible so they're tied up longer.
