Not really. Polyrhythm and polymetter depend on the context of the music. Polyrhythm is when two rhythms (note values) are happening at the same time inside of a single time signature… polymeter is when it sounds as if two time signatures are happening simultaneously… like say 4/4 and 3/4. A good example is Kashmir by Led Zeppelin. The drums sound like 4/4 time but the strings sound like 3/4 time. In reality, it’s all still in 4/4.
