I'd go with penalty against Canada for unnecessarily touching the ball after went out. Even a yellow if feeling strict, or a warning it would be next time. Referee did OK but a bit lenient, and that doesn't really cut out cynical play. The issue wasn't really the pushing, it was 14 Red holding onto the ball.
