I think the only thing I would add to my reasoning is “how much darkness they have.” Sora, even at kingdom hearts 1 level is very strong, but still only produced a shadow because he has so little darkness.
I do think that the Chimera would've worked for Xigbar really well, considering how it has three heads, representing the three identities Luxu had. The top represents Braig/Xigbar, the middle represents Bragi, and the bottom represents Brain.
personally I would assume that all of the founding members were emblem heartless because those heartless are Xehanort experiments so I assume that he experimented on everyone.

I've always thought the Phantom would be a good fit for Luxord. Phantom's fight is one of the few "puzzle" superbosses in the series which I think really fits Luxord's more puzzle-y fights in KH2, plus his whole fight's gimmick surronds the Clock Tower (Time)
Yeah I was honestly surprised Phantom wasn't even mentioned because after Luxord's boss fight that's the second most gimmick-y fight that requires you to manage time that I could think of. The only argument against it though is that the Phantom casts doom on you and your party which is associated with Marluxia now.

You mention strong hearts so strong heartless. The strength of a heartless is based on the evil within ones heart, not the strength of one's heart. This is why Sora's heartless was the weakest type of heartless as there is little darkness in him. Xehanorts heartless Ansem is super strong as Xehanort has lots of darkness in his heart. If anyone is wondering, the strength of nobodies on the other hand are based on the strength of the original people, strong person = strong nobody This is why Sora had a weak heartless but a very strong nobody (Roxas)
I am so surprised that you didn't put the freaking grim reaper boss in KH2(specifically the pirates of the Caribbean world) for Marluxia. It honestly fits their aesthetic very nicely even if it doesn't nicely fit all of the criteria. It has a huge scythe-like weapon, deals in death, and guards the chest of coins that turn the pirates into zombies/skeletons which actually lines up with the Doom aspect of Marluxia pretty well.
I probably wouldn't have wanted to use the strength or the heartless as a factor as, well, one of the two known examples we have is Roxas (an undoubtablely powerful Nobody who's return scared XEMNASS) have a heartless of... literally the most basic heartless out there, a simple Shadow. (this detail would also probably eliminate other criteria you set like elemental affinity.... but that would be no fun) On the Strom Rider... I think think after beating it, we get a bit of an explanation that it was actually a Dragon from the land of Dragons that Xigbar turned into a heartless.... If I am recalling that correctly, then it's canonical backstory should disqualify it from this list. Same deal with Groundshaker.... pretty sure it is canonically Scar's heartless, or at least way to tied to Scar for it to have come from someone else. Zexion must be really hard to do powerwise since his abilities change with each appearance... in re:CoM he could make Illusionary copies of himself, disguise himself in cutscenes (taking Sora's apperence) and steal/copy Riku's powers, in KH2FM he trapped you in a pocket dimension for a bunch of stuff, and when playing as him in 358/2 Days he just made a bunch of other weapons pop out of his book. So getting a lock on his powers must be tough. Maybe the lack of a clear match for Luxord is foreshadowing a twist of some kind? He IS gearing up to be a lot more important in the next saga.

There's a lot we can't put past Nomura on what he would do... wouldn't be surprised if the next game makes Coded's importance level skyrocket by a billion. Justification: It's Nomura.
For Marluxia I would reinforce the argument of Phantom with how it slightly reminds me of the nobody he casts in the final battle of Chain of Memories which seems based off Strelitzia

What about Reverse Armor for Saix? It’s big, gets enraged by switch to a more aggressive form, and floats like Saix does. Weapons? It’s hands and feet are weapons that when combined right, can resemble a Claymore, which Saix wields. Thoughts?

Reverse Armor is looked over for some reason, but it’s definitely an excellent second phase for a boss and because it’s more aggressive and fires a large Orb(Moon) blast… I thought it fit better than just Guard Armor.

Part of me thinks they’d be pure blood heartless. As soras heartless is the pure blood shadow. And Ansem only has the emblem because he was the one behind it.
Honestly, that’s a possibility; I’m not entirely sure how the heartless system works (whether or not you become pure blood or emblem or if pure blood is just like creatures from the realm of darkness and emblems are actually people 🤷♂️) But a full list of pure bloods wouldn’t be as fun 😂
