As far as I know, mandatory reporting is not yet law, despite a long campaign. There's nothing he could be arrested for and law is rarely if ever, applied retrospectively.
Justin Welby's very unfortunate speech in the House of Lords was both very unhelpful and lacking in suitable contrition! It doesn't address the victims of John Smythe QC and falls very short of necessary expression of supporting genuine sympathy. I can't blame the feeling of utter sorrow or disgust by the victims of John Smythe QC - there's no mitigation on this point. Now having said that! I can say how I feel very disappointed with the Archbishop's words. And how that affects me as a Chorister in the Church of England. My first reaction was to quit! But if anything, that had to be thought through and reflected on first! If to condemn it. As unwise or lacking - I would have to remain in! I have reflected and I can't go against the Chorister's Prayer - I have to remain in to guide through this difficult long and dark tunnel and it's a lot bigger than the one I guided through over the fighting for the vaccination programme in 2020. And I am not going to be helped out by a very inappropriate and insensitive speech by the Archbishop of Canterbury himself. Who abjectly had failed to uphold responsibility. That task - I find out to be facing has been made much more complicated by consequence! I can only condemn it by the same thing. I very much want. In place now! An orthodox Archbishop - of Canterbury! To straighten out the mess there! I doubt that it will be as easy as that. The camps were run by a Trust more connected with the Public School system than with the Church of England. Justin Welby is not the “Chief Executive” of the Church of England, which has two joint Primates, the Archbishops of Canterbury and of York. So, the whole affair was very contrived - pure politics. There was a fuss being made, someone had to be offered up by the Government as a sacrificial lamb to stop the fuss, so the Archbishop of Canterbury was instructed by the Government to pretend that he was in the nature of the Chief Executive of the Church of England, that the Church of England was responsible for running these camps and that, on the “buck stops here” principle he should resign. Since the whole exercise was contrived and political, it is understandable that Justin Welby struggled to keep up the pretence. The suggestion is that Justin Welby should have forced “the Police” to investigate the running of these camps. However, there are simple legal difficulties here. Which Police? Not the Metropolitan Police, since the offences were not committed in Greater London. The local constabulary in the area where the particular camp where the abuse took place? The local constabulary where the individual boys resided? However, for the Police to initiate an investigation, they have to receive a complaint. Suppose that Justin Welby had tried to insist that a local constabulary initiate an investigation, the Police had visited the parents of the boys concerned and they had said that they did not wish to make a complaint, since they did not want their son to become the centre of attention in a Police investigation. Then, the Police would have asked Justin Welby what his standing was in the matter. Did the Church of England run these camps (no). Was he personally responsible for running these camps (no). Had any parent of any boy instructed him to approach the Police to commence an investigation (no). So there were procedural difficulties. The Archbishop of Canterbury has responsibility for the care of souls in the Archdiocese of Canterbury and join leadership responsibilities in respect of the Church of England with the Archbishop of York. He is not a sort of Social Worker, or Private Detective.

It's because they are bullied in to silence and traumatized by the abuse, I spoke out about abuse, and I been bullied ever since, including my son being got rid of from his job with them, I've been gaslighted on every detail.
I was beaten up by my headmaster and he told me if I said anything I'd be expelled, so I didn't tell my parents until they wanted to move me to another school a year later. It's easy for those in power to convince children that they should be feel guilty, afraid and embarrassed and it takes years to undo that
