Those plum bob lights are from owning those specific expansions in the sims 3. The pet plum bob light is for owning the pets expansion in the sims 3, the uv light I think was from owning late night. You should've received them when you first downloaded the base game.
I really like the new game pack, like you said there's so much stuff in it. You haven't even shown us all the new clothing and hair styles, there's also new recipies that your sims can cook, theres a new skill, new collectables, also some new wall paper (wood planks actually) and flooring. It's so much stuff :D

Do you have wifi? You can't access the online features of the gallery (such as downloading homes and households) if you are not connected to Internet. Try connecting to wifi. If you are connected, and you still don't have access to the gallery, try contacting them. If you don't have wifi, period, then there's nothing you can do. Hope I helped!
