You could come up with a system that somehow combines winrate with play rate to get a list of cards which were strong without sample size distortion (simplistically "must have played X games/played in X tournaments to qualify" but more complex modes with scaling penalties for low play rate are possible)
It is not a bad idea, at the moment I am going to keep presenting the raw scores just to keep complexity as low as possible. I might dive more into ideas like this in the future.
