    I'm Thai, you got the main point of the song. I'll tell what's going on in details. It'll be quite long, so brace yourself:
    Evarin(Vtuber-Evalia) is the goddess of the Ganges River. Her duty is to cleanse the souls of their memory and send them into reincarnation system, where they will be reborn and pay for their good and bad deeds with their respective victims (karma). However, having sent countless souls has caused loneliness to grow inside her heart, so, she decided to keep some of the souls, from multiple time periods and status e.g. the red guy is a shaman and nobles (notice the clothes of the men came from different era in Thailand, the less clothes, they wear the older the period). Dancing in Thailand is a way of expressing your emotions in storytelling, in this case she is flirting with each men, notice how their movements are gentle and synchronised.
    THIS, however, destroy the 3 world(heaven, human world, hell) ecosystem. Good deeds aren't being rewarded and heinous acts goes unpunished. Why? Well let's say A robbed B, A will be robbed or punished in one way or another by B or someone else. Another case, C saves D life, in the future he will helped when he is in trouble. If Evalia keeps their souls, A will go unpunished(he won't go to hell) and C will be unrewarded(he won't go to heaven). Everyone is linked through the karmic cycles, thus causing catasthrophic damage even to others that she did not captured.
    Eventually her actions caused chaos in all three realm and Vaiśravaṇa(ท้าวเวสุวรรณ) the thai giant god who protected the human race, has to come down and confisicated her of her powers. Here he is also dancing, his dance language expressing anger, indicated by the stomping and pointing at her. The scene you see a bunch of debris in the water is her destroyed abode(Most deity have their respective abodes) representing her stripped title. At the end you could even see a ruined old thai wooden house next to her. He cursed her so she will stayed down at the bottom of the Ganges river forever. The hands that were pulling her down are one of the souls she imprisoned, their hand shrivelled and rotten under the water. Also, the men who she imprisoned came from different thai folklore e.g. Chalawan. At the end her hair and eyes color faded to a lighter colors because she's been in the water for a long time.
    The chanting part is an actual prayer for the goddess of Ganges river.

      I would like to correct the wrong part. "Kongkha" Evalia is the spirit of water. who have a rank comparable to that of a low-class god And it's a hypothetical role (Not Ganga goddess of the Ganges River, India).
      The chanting part is Prayers for worshiping the relics Pali language.

    *Short summary* - The song story is about a *Water/River Goddess or Spirit* that has a duty to cleanse the souls in the cycle of reincarnation. But because of loneliness she abused her powers for her sensual desires, trapping five men souls with her (it caused the imbalance in the world, *"Three Worlds"* i.e. *Human World, Heaven* and *Hell,* and caused the *Great Flood* shown in the video). Therefore she was punished by *"Vaisravana"* or *"Vessavana"* (in Thai, *"ท้าวเวสสุวรรณ Thao Wetsuwan"),* the *"Yaksha" (Giant or Ogre and Demon) God,* the *Guardian God of the North* and *Ruler of all the Yaksha including all kinds of spirits plus supernatural beings,* one of the *"Four Heavenly Kings" ("จาตุมหาราชา Chatumaharacha", "จตุโลกบาล Chatulokkaban" Four Protectors of the World and Fighters of Evil)* and the *chief* of them, to be under the deep river or underground forever.

    Actually, the song includes mainly Thai culture. They use thai ancient words as the lyrics (we don't use these words anymore and it can only be found in Thai traditional poetry)
    they also put Thai arts into the animation like the ancient wall painting that can normally be seen in Thai temple, the puppet called "หนังตะลุง/Nangtalung" which is from the southern part of Thailand, and thai traditional dance
    And this is not anime, it is original song made by Evalia, a Thai Vtuber(virtual youtuber)from Algorithm Project. (Vtubers are like normal youtubers but they have their own avarta and that main character is her latest avatar)

    Actually, it is Thai bagpipes. They try to
    use only Thai instrument in this song, plus
    Thai ancient style wall paint illustration
    like(remain only in temple), plus Thai ancient
    puppet(remain until now at southern of
    Thailand), plus Thai ancient word(nobody
    use these word anymore/usually use only in
    poem).
    Yesterday is Loy Krathong Day in Thailand, it
    is the day that Thai people floating krathong
    into the river to worship for Ganga, the
    goddess of river. In this song, Evalia is kind of
    goddess who in charge of clearn off good or
    evil in people soul with water before they go
    to their afterlife realm. However, she struck
    with this job for an eternity, so she feel so
    lonely and that make her start to collect a
    man soul with some spell. Then she got her
    punishment because she abuse of power.
    She now have to live deep in the bottom of
    the river forever.
