India floated tenders to which OEMs made offers. However since HAL wants manufacturing technology, it's HAL that secures the contract to acquire technology. In case of Rafale fighters, French firm Rafale secures the contact with India in a competitive bid. This is generally not a national issue (in commercial sense) as it's usually between corporate entities. As for the quality, US defence equipment is high quality and that's exactly why the IAF wants them. They are high tech low maintenance and highly available. That's a fact. You are probably reading into things which doesn't exist.
