Have you ever done the Astoria-Megler Bridge? Its the longest continuous truss bridge in North America. It spans the Columbia river and connects Astoria, Oregon to Washington. Its very beautiful and has a pretty drastic change in height about halfway across.
I am guessing those top ones for the first level were aiming to get as close to 100% budget without going over. The last place one was exact at $22,000. Which is why they didn't go cheaper when they obviously could have.

I have a free trial for prime and so I’ve been playing when ski lifts go wrong and it hardly runs on my laptop, I’m on lowest settings aswell. It’s a great game
