IAS is not a job. It is a service to the nation. Like that it is not easy to achieve that. If we want to achieve this definitely we have to do hard work. I think district collector ,deputy commissioner, district magistrate are all the same but different states used in different terms..in north mostly use as DM , In southern as district collector and in Northeast and some northern region use as deputy commissioner .. Correct me if I am wrong
