Gram sabha is not a body but it is a village meeting where all the villagers along with Members of Gram Panchayat ( Sarpanch, panches and Secretary) participate to hear out problems of villagers for the development of village as a whole and come up with solutions.

As asked in the video , few reasons for inefficiency are : Corruption (huge factor) and lack of willpower in the executives . In fact , if we can bring a system of penalising the executives for not completing the assigned job (with resources allotted) within the deadline , then they will become more accountable .

He also said all members who are of 18+ age are members of gram sabha. Only those who are registered in electoral role are eligible. Please correct me
One more- He has written that nagar panchayat is also known as nagar parishad and nagar palika is known as nagar palika parishad but he is wrong.. Nagar parishad and nagar palika parishad both are the names of nagar palika and not of nagar panchayat.
