Measurement accuracy aside, there is also frequency weighting happening since the blower motors don't exactly produce a clean single frequency sine tone. Because of the different frequency content for each blower, it is not necessarily anything wrong with the perceived and measured loudness being inconsistent.
Db readers on phones are widely inaccurate. I can get as much as a 10-15db difference between a db app on my phone vs an actual db device. You can buy them for under 20$ and they are considerably more accurate.
