I’m in northern Maine . Our temps are very cold and the rain is non stop. I can count my June sunny days on one hand . Nothing is normal. Nothing we can do.
Last year I saved my veggie garden from dying by putting up shade cloth (old cotton sheets) over almost everything, I was the only one who did this and my neighbors veggies all died when we had 4 day's of 38 ° C. We used to have the weather like in the UK (22 °C in summer and lots of rain), but now we get heat weaves very often. We were lucky to have a very wet spring so the water tables got restocked because they were so low after a very dry summer last year. I also try to collect as much rainwater as possible. Perhaps you can put in gutters around your hoop house and save up as much water as possible. Here in Belgium a lot of farmers that grow in greenhouses have big ponds dug next to them and collect water all through the year.
