This is California and perfectly legal on some beaches and its a tide pool. In fact if they don’t do it, someone from the Park Service will do it when the rainwater pools up so it doesn’t flood the area. They have to release water from a lake into the ocean down here in Florida when we get heavy rainfall. Not every beach or ecosystem is the same so don’t go around accusing surfers ruining islands or beaches you know nothing about. It’s the overpopulation and all the concrete combined with heavy rainfall creating giant pools of water that needs to be done. Also, just because someone did it in a freshwater lake in Michigan does not make it illegal or harmful in all circumstances.
