The Hex was a result of Wanda's mental health hitting it's lowest and the trauma from everything she's been through. 2: She was largely unaware of the effects her spell had on the residents of Westview. She knew she was controlling them but thought they were just peacefully sleeping or something. She didn't know they were self-aware or that they could feel her emotions and were being psychologically tortured because of it. 3: When Wanda finds out she is torturing the Westview residents she is horrified and immediately opens the Hex to free them.
