The road takes a gradual steep nose dive because it has to go under the Subway. That's why a pump was installed it was needed even for thunder storms when bad. Plus the city not cleaning the H/way so trash clogs the storm sewers. Had they cleaned up the trash and a back up pump? No flooded H/way!!

how long has it been since any of these streams and rivers every time there's anything built affects everything all the silt and dirt sand put on roads all winter how much goes in rivers and streams look at how tons are put down for so many years we are plugging a lot of the waterways ourselfs
Downtown is in between two rivers, the Schuylkill River and Delaware River. What you're seeing now is the Schukill River overflowing the highway. The pumping station is old and needs a repair (same goes for the entire city).
