And i applied for loan total amount of living expenses and tution fee and i am not showing any savings from my sponsor

It is only required for VISA. You need to have a medical insurance before you apply for VISA

And I am showing annual income of 18000 euro from my sponsors
I have no savings
So what's my visa chances
My consultant say 99%
But I am still doubting
He is taking no charges at all
And I self applied in college,insurance and everything

With in a week I will be applying for visa so what about my health insurance like my insurance date should be before the date of visa application or it should be from the 1st day of my college ?
Health Insurance should be taken from the date when you will step ireland
