Yes, there is a Metra train option ( NCS) near the multimodal facility. It will take you directly to the union station. The blue line runs all night every day and the Metra has a limited schedule. Blue line from O’hare is $5 for a single ride ticket, the Metra NCS is a little more.
When you reach the top of the steps just keep walking in that direction and you'll find Union Station just a couple of blocks down that road - that's if memory serves me correctly.

Waukegan is in the north suburbs, the cta train doesn’t go to the suburbs. There is a metra train that can take you to waukegan. I believe it is the Union pacific north line.
I have not boarded there, but the loop area at late night i have walked and you can expect to see homeless people and at times odd characters. The station itself should be staffed and has cameras, but the homeless like to hang out at the blue line because its open and runs all night. They will approach people asking for money. Personally i never had any problem with them, but some do act strange.
If you’re talking about the CTA stations, I cannot say for sure if every station has elevators. Some stations I believe do have them, but I can’t say if they’re available at all the stations. If you’re looking to ride the train and know the specific station, it might be good to call their customer service number to check and see if they do have elevators at that station.

Is clinton station near to millinium park?
Clinton station isn’t close. Try the Washington station if on the blue line

The domestic terminals do have elevators that take you to each floor, even down to the tunnel area
