    The only way Malaysia can compete with Singapore to develop the country, is to stop corruption among the ruling parties of Barisan National and UMNO leaders. Some leaders looted public money into their personal own accounts. A classical example of case-studies is the Malaysian 1MDB Scandal.

    Under the 1961 & 1962 water agreements between Malaysia and Singapore, is Singapore unreasonable paying 3 sen for raw water?
    A typical Malaysian who lived in Malaysia for more than a decade
    Answered Sat
    To avoid accusation of biaseness, I would like to emphasise that I am a Malaysian who has stayed in Malaysia for over a decade. But I side with facts and reasoning than solely on emotion basis. Lets get straight into our evaluation:
    From just looking at the price context, it may seem that the Agreement is unfair to Malaysia, and is advantageous to Singapore. This is because Singapore is entitled to import a very substantial amount of 250M gallons of raw water at a very low price of RM0.03/1000 gallons while Johor is entitled to import only 5M gallons of treated water at RM0.50/1000 gallons.
    However, we have made an assumption that Singapore has use of all of its 250million gallons entitlement of water imports. As a matter of fact, Singapore has been reducing its reliance on water imports since a decade ago. Hence, the actual import of water is more likely to be about 100million gallons below the entitled water imports ever since 2009 and onwards. On a side note, the question should also have used the current import price of raw water of RM0.10/1000 gallons, not RM0.03/1000 gallons to evaluate the fairness, since the latter price is no longer valid ever since the first Agreement expired.
    On Singapore’s side, Singapore sell treated water that is 75% subsidised (before subsidy RM2.50/1000gallons) at the price of only RM0.50/1000gallons to Johor, at 16M gallons on top of the 5M gallons that Johor is entitled to import.
    We have also forgotten to take into account the benefit Johor government reap (on top of Singpapore’s loss), from charging water price on par with the real water treatment cost on Johor citizens for consuming the highly subsidised treated water imported from Singapore. It is an indefensible case.
    Moreover, we should understand that the then-Senior Minister Lee Kuan Yew had also made an offer of RM0.45/1,000 gallons of water to Mahathir in September 2001, but was promptly rejected as Mahathir wasn’t willing to compromise a little on his optimistic price of RM0.60/1,000 gallons back in 2001 and hence the current price remained.
    Furthermore, we should realise that PUB Singapore has paid for the construction of Linggu Reservoir (1990) in Johor and also the use of Johor land for water catchment, where Singapore draws its imported water from. Hence, it can be said that even the cost of production, capital cost for abstracting raw water itself are entirely paid by Singapore. Besides, Johor also benefits in the long run, from the land usage payment, and the facilities built on Johor land, fully funded by Singapore. Hence, we shouldn’t use the price Johor sells raw water to Melaka or other states (RM0.50/ 1000 gallons) as a template, because this price is factoring in the cost of production and facilities paid by Johor for abstracting raw water from Johor to Melaka. In Singapore’s case, this are all paid by Singapore.
    To conclude, Singapore has been consistently developing its water sources which includes the NEW water (which exceeds WHO drinking water standards), desalinated seawater, water catchment areas, and has been instilling water responsibility mindset to all Singaporeans.
    Looking at the current rate of development, sided by the environmental changes, pollution of Johor rivers, and Johor’s unusually high water consumption per capita, I wouldn’t be surprised when the time comes that Johor has to import desalinated seawater from Singapore.

      Singapore was part of Malaysia before. The old water agreement must be terminated and new agreement must be made on mutual grounds. For Malaysia the agreement must be like any business agreement. Singapore can make it’s own water or buy as offered from Malaysia or elsewhere, and Johor must be self sufficient in water.

    The truth is after Singapore was kicked out of Malaysia in 1965 all the successive Malaysian leaders are in the belief that Singapore will not survive and will crawl back to Malaysia one day. The preoccupation with this wishful thinking has also wasted the time they could have in renegotiating the water pact which has expired a long long time ago. Now that the fortune has turned and Mahatir thinks we should be more understanding to their woes and adversity. The moral of the story don't underestimate Singapore.

    Someone reported my previous comment but pls hear me out!
    I think this is a one-sided argument in misleading people to believe that Singapore is being unreasonable and unfair. Reason being that:
    1)Singapore has spent more than 300million on Johor River and its infrastructure (operation cost,.. Etc)
    2)Singapore has invest more than 1 billion dallors on water treatment
    3) Singapore has supply cheaper treatment water to Malaysia. Around 16 million gallons every day ( if Malaysian request for more, Singapore is willingly to supply more e.g 16million gallons more) ->water treatment are also expensive
    And also if Malaysia has revised/increase the price of water in 1987, we probably won't spent money on building infrastructure in Johor River or even invest money on water treatment

      1. With regard to infrastructure in johor it may be right it may be wrong because I am not sure. But, the infrastructure is ONLY to take RAW WATER, ONLY TO TAKE RAW WATER ONLY TO BE PROCESSED INTO WATER THAT HAS BEEN TREATMENTED. So the right to raw water is still the right of the Malaysian government, so is there anything that can be linked?
      2. If your country has spent billions on water treatment, what can we do? we can also make our own water and can raise our own water technology, do you think our government needs your water? Our state government can produce more and cheaper than your country's water
      3. We don't need your water, but the agreement that was set during 1926 has been changed that the Malaysian government MUST buy treated water from SG or it is considered in breach of the agreement, we sell 3 sen per gallon, you sell more expensive than the original price even we don't need it, go try search Mahathir debates with Singaporean students at Oxford, from there we can see how your "smart" students at Oxford think, please don't be one side too because you are singapore, the wrong is still wrong.

      Johor can treat its own water n cost will be the same. The treated water supplied to Johor is a very very small % of Johor total consumption. It’s just that the deal is signed, they need to commit to that anyway. Nobody in Johor dares to speak out because they need your SGD

    Even since before Najib had all the 1MDB scandals, it was quite apparent in several of Lee Kuan Yew's and PAP's quotes that Mahathir was infavourable towards Singapore since its independence. Back when he was first in power, Mahathir knew Malaysia was benefitting tremendously from all the bilateral deals with Singapore. With globalisation peaking in the early 21st century and the SG economy facing unprecedented rapid growth, the benefits of all the priorly made agreements became less one-sided, but sadly for our Tun Dr M, he was no longer Malaysia's policy maker.
    The only card he has now is the unammended price after 50+ years (the deal was 1962 btw, this old man's memory is waning), but the fact is the agreement is still very fair to both sides. The price at which SG sells treated water to Malaysia has also remained the same. He's just salty he isn't benefitting as much now, like how he has always been salty of Lee Kuan Yew's success

      Malaysia got better water treatment system, yet the water is almost free for all ordinary citizen..it’s not about the facilities or whatever technology u are using because all those are just material items..the high cost in SG is due to multi-layers of management and multi-levels governance after the huge amount went into their ministers’ paycheck!

    No, you cannot raise the price of the water, because it is inherently against the legally binding contract as signed back in 1962, of which states the stipulated price for which Malaysia should charge for her water.
    As for the imbeciles who believe that 3 sens per thousand gallon is too cheap, consider this. Singapore also permits Johor to draw up to 5 million gallons of *TREATED* water a day, which is exponentially more expensive to produce than raw water. In reality, however, Malaysia has been drawing closer to 16 million, of which Singapore graciously provides.
    Malaysia, on the other hand, sells raw water to Singapore, which requires little to no resources or effort to obtain. All Malaysia has to do to obtain said water is to wait for precipitation to fill the reservoirs in Johor that was built by, you guessed it-Singapore. In other words, selling this water to Singapore is *free* money.

    Singaporean here and just gonna lay out some hard truths
    Singaporeans need to understand that we can really be more gracious especially because our neighbors are not in the best of times.
    Malaysians also need to acknowledge that Singapore does try to be gracious and unselfish when giving back treated water. (To be fair, tun Dr. Mahathir is just protecting his people's interests so it makes sense that he doesn't really mention the treated water part. )
    I personally love both countries and think both sides have some solid points. Lets try to empathize each other and look at the situation more amicably.

    Malaysian Prime Minister Mahathir Mohamad, apart from personally choosing not to review the price of water in 1987 , had a further opportunity to revise the price.
    In a letter to then Senior Minister Lee Kuan Yew, Tun Dr Mahathir offered to sell water to Singapore at a "fair price" of 60 sen per 1,000 gallons, in return for concessions on other elements of an overall package.
    Responding to the offer in a letter dated April 23, 2001, Mr Lee said that if there was "give and take on both sides, an agreement is possible".
    It was in this spirit that Mr Lee visited Kuala Lumpur in September 2001.
    But while negotiations were in progress, the Malaysian government raised the asking price to RM3 per 1,000 gallons, 100 times the existing price of raw water.
    This demand made it difficult for common ground to be reached, and led to a stalemate in the negotiations.
    Rather than rummage through history and indulge in the politics of envy, Dr Mahathir should look into the future and see how the issue of water price can be resolved.
    Until then, Singapore will stand by the terms of the 1962 Water Agreement.
    Any breach of that agreement would, according to Foreign Minister Vivian Balakrishnan, call into question the Separation Agreement, which is the basis for Singapore's existence as an independent sovereign state.

    I always address this PM as a cunning old fox and behave like a snake, twist and turn. Now he tried to play with words and phrases used in the terms of the Agreement. 'oh' he said, the agreement didn't said must exactly AT 25 years but AFTER 25 years so didn't lost the right to review. Singapore should tell him 'ok' then we agree only to review price of water when the agreement expire in 2061. That is also AFTER 25 years.

      Malaysia sell raw water to Singapore at 3sen/1000gallon. The cost of treating the water is 2.40rm/1000gallon and Singapore sells back treated water to Malaysia for 50sen/1000gallon subsidises 1.90rm/1000gallon. Johor sells treated water to its people at 3.45rm/1000gallon. Who profit most here? ;)

      Roland the Dr., ex pm of a country is clearly clueless about when the agreement was entered into. 1926 and 1962 are clearly not the same. He clearly could not keep track of important contract terms so it is no wonder he might be clueless about the terms of the agreement and over what each party is entitled or not entitled to do. And he clearly forgot he waived the country’s right to agree to a new price with the other party after 25 years into the contract.. But luckily the Malaysian King has been wise 👑

    Hopefully he will consider giving raw water free of charge to Sing. ...will make his critic a change of mind, begin calling him "pro Singapore" or "anti- Malaysia " later on.......unfortunately, it is an international treaty agreed upon by both government while ago , we can not just change anything in the treaty including the price in whatever way we see fit or in favor of our own interests only, we have to conform to the letter of the agreement accordingly.

    1000 gallon = 3 cents. Raw water that cannot be drink or use for cooking.
    1000 gallon = 50 cents. Drinking water and can use for cooking. A fraction of the cost of making clean water from raw water. Mahathir never mention this!

So setting rates or terms and conditions on contracts are not essential anymore because all contracts and agreements should automatically “auto adjust” itself to the economy success at that particular point in time . So when Singapore suffer a recession , can the water price be reduced also ? Firstly , the agreement wasn’t on such terms . Secondly , your Pm choose to decide how he want to interpret the agreement . He is Dr Mahathir , by profession a doctor , whereas Lee Luan Yew is by profession a lawyer . So who makes the better agreement ? Blame who ? Blame the parents didn’t send him to the law school?

    As a Singaporean, I have a clever solution to solve this issue once and for all. Malaysia can stop the water supply to Singapore and Singapore can stop all workers from Malaysia from working here. We can source workers from developing countries. No more squabbling anymore!
