Hi Amanda, I love your name it’s my daughter’s as well… If it can’t be turned to depress the retainer, then it needs to be removed so that ignition assembly slides out. Drilling is the option. Need to be careful not to drill the access hole otherwise new one you install will have a lot of play. The other solution is to change out the hole part that attaches all around the steering column.
the whole entire thing I needed to know was how to take the shroud off... And you skipped past that part and didn't explain at all. I got all the bolts off and still have no idea how to get in

Key is stuck in accessory mode
Updated I had to maneuver the plastic part around the key but I got the cylinder replaced
