Have to remember that for senior NCO promotions there is a quota for minorities. A white male that receives a qualified rating and 'promote with peers' essentially means CAREER OVER. I am not complaining because I have encountered some awesome senior leaders that were minorities. At the same time I've seen people promoted even though they didn't know their job or faced UCMJ for DUI, or some other major problem (people that go to a party and runs around whipping little john in front of spouses is not appreciated.)
