Good for sightseeing on deck only in summer provided there is a heated cabin very close by. Would need to keep active on zodiac excursions. Slightly warmer gloves and insulated pants might be in order even in a sheltered environment like these cruises. Any wind and shade take the temperature with them despite the dryness of the atmosphere.
As others have said, this is insufficient for the polar winter. Summer yes, winter no. You need more insulation all over you and that “parka” is absolutely pathetic.
