I need your advise since you know very well the real estate market.
I have twins who will join the U of ottawa and 3rd one still not sure in glebe high school or colonel by school. What is the best budget talking, with 3 kids i need to watch my expenses.
I need to choose the location with access to LRT with very short walk. My budget is max 1800$. OK FOR 2 BEDROOMS SINCE MY BUDGET IS TIGHT.

Hey! Difficult to say as the are various neighbourhoods you are covering in that geographical scope.

You probably want to look at Pineview (out near the Gloucester Centre), since it's close to the LRT and Colonel By HS. There's a sizeable patch of more affordable housing near Blair & Innes that may suit your budget.
