There are records of deaths from both the conditions within the country due to national policy and active killings by forces loyal to the leader in question, deaths that occurred in particular prisons, concentration and/or extermination camps, riots and incidents of political unrest etc. etc. Of course the exact numbers are not 100% accurate but for sure they're not way off the mark.

More like these are the low-mid range of deaths, not every single death under these leaders was both attributed to them or even recorded properly, take Mao for instance we don't know the FULL death count under his reign and we never will, we can only go by accounts and they vary wildly from 30 million dead on the low end to 70-80 million deaths on the high end, depending on who you ask.

Do you count your own soldiers? Do you count civilians that died as a result of collateral damage? Do you count civilians that died as a result of war crimes? Do you count civilians that died as a result of war crimes not prosecuted? Do you count civilians that died as a result of war crimes vaguely encouraged but not ordered? The list goes on. Going back that far, you don't even have good sources on the totals for any given factor, let alone deciding what factors should be counted.

There are records of deaths from both the conditions within the country due to national policy and active killings by forces loyal to the leader in question, deaths that occurred in particular prisons, concentration and/or extermination camps, riots and incidents of political unrest etc. etc. Of course the exact numbers are not 100% accurate but for sure they're not way off the mark.

More like these are the low-mid range of deaths, not every single death under these leaders was both attributed to them or even recorded properly, take Mao for instance we don't know the FULL death count under his reign and we never will, we can only go by accounts and they vary wildly from 30 million dead on the low end to 70-80 million deaths on the high end, depending on who you ask.

Stalins dekulakization resulted in ~500,000 executions and the starvation of 6-8 million people.
Actually, number of executed death penalties in both USSR and Soviet Russia since 1918 till 1953 is about 650 000, not a single million. Yeah, that number includes death penalties during the GPW, gangsters and other criminals for the period of 35 years in a country with 170 mln population in period, including both World wars and a Civil war.

You're confusing numbers. The death count of the whole Soviet Union 1917-1989 is 20 million (including famines). Stalin's death count is 4 million without famines, 8 million including famines.

Hard to go back that far. Trying to do this for modern leaders already runs into far too many issues to be taken seriously, as I point out in multiple places on other comments, there is the question of how far removed or how many external circumstances is too much? That is a completely subjective question, and you can make the numbers almost anything you want depending on what sorts of things you feel should count.
let's look at just one of these crazy factors: war. do you count enemy soldiers? Do you count your own soldiers? Do you count civilians that died as a result of collateral damage? Do you count civilians that died as a result of war crimes? Do you count civilians that died as a result of war crimes not prosecuted? Do you count civilians that died as a result of war crimes vaguely encouraged but not ordered? The list goes on.
Going back that far, you don't even have good sources on the totals for any given factor, let alone deciding what factors should be counted.
