Blizzard's ban system in all of it's games is automated. They have directly lied to players straight to their faces about this fact many times, but it has been proven conclusively that their ban systems are automated.
One famous youtuber playing World of Warcraft put this theory to the test, it may have been Asmongold, dont remember, but he got a whole bunch of people to report him at once and he instantly lost his connection and was locked out of his account.
100% automated. Blizzard are lying sacks of steaming shit. Too lazy and too cheap to do their job, they rely on automation to handle everything.
I imagine they automate the ban at first for damage control purposes and then manually review the bans later to confirm that they were justified.

Mercy is a rare pick in competitive these days, her ult is the only reason people even consider taking her at all. She's not very versatile only having healing, or a tiny damage amplification or a res. Ana can deny healing, put people to sleep or increase healing on top of a great ult, and lucio can speed boost which is huge. Stuff like that makes mercy a low tier pick so I really wouldn't say mercy needs a nerf.
Fishtard she has a huge pickrate with phara mercy and will only get higher when soldier is nerfed. Also like 80% of the girl population mains mercy (not trying to trigger people just saying what I see). I don't know what rank you are playing at, but she is seen a ton in gm (what I have seen from streams) and I have a mercy almost every game while floating around 4400-4500
