I was in US Army Finance and during Desert Storm we had thousands of dollars in cash (both US and Saudi) on hand. It was used, among other things, to purchase needed items from local Saudi & Kuwaiti individuals and companies, items we couldn't obtain quickly through "normal" channels. Also, there were many opportunities for soldiers to buy things from the locals, and those who had pay issues could receive a cash advance (a sort of loan).

Don't these guys operate at crops and army level? What downrange stuff are they handling? Cash is probably for greasing local wheels, those counted were Euros too! Haha!
