Thermite grenades are maybe the hardest hitting weapon in the game now besides the recoilless rifle.

The Scythe does great work against bots with light pen if you can headshot consistently, but I play on difficulty 8, so I don't know if it falls off at all. With a senator as backup and thermite, you're usually in good shape.
