हमारे संविधान में संसद की व्यवस्था ही गई है। संविधान के मुताबिक संघ के लिए एक संसद होगी, जो राष्ट्रपति और दो सदनों यानि लोक सभा और राज्य सभा से मिलकर बनेगी। भारतीय संसद, लोकतंत्र की मज़बूत इमारत है। दरअसल संसद में कई महत्वपूर्ण काम होते हैं जैसे कार्यपालिका का नियंत्रण, सभी महत्त्वपूर्ण प्रशासनिक नीतियों पर विचार विमर्श, और क़ानून बनाना बात जब क़ानून बनाने की आती है तो इसके लिए विधेयक पेश किए जाते हैं और ये विधेयक तभी क़ानून का रूप ले पाते हैं जब संसद के दोनों सदनों की सहमती के बाद राष्ट्रपति उस पर अपनी मंजूरी दे दें। पर कभी-कभी कुछ बेहद महत्वपूर्ण विधेयक संसद के किसी भी एक सदन में लंबे समय तक विचाराधीन रह जाते हैं या दोनों सदनों में विधेयक पर असहमति की वजह से उनपर फैसला नहीं लिया जाता। ऐसी स्थिति से निपटने के लिए हमारे संविधान में संसद की संयुक्त बैठक का प्रावधान किया गया है। जब कभी दोनों सदनों में किसी विधेयक के पारित होने को लेकर गतिरोध की स्थिति पैदा हो जाती है तब राष्ट्रपति की ओर से उस गतिरोध को दूर करने और विधेयक को पारित कराने के लिए संयुक्त बैठक के लिए अधिसूचना जारी की जाती है। जिसमें विधेयक को पारित कराया जाता है। भारत के संसदीय इतिहास में अभी तक ऐसे बहुत कम मौके आए हैं जब संसद में अटके विधेयकों को पास कराने के लिए संयुक्त बैठक बुलाई गई हो। आज विशेष के इस अंक में बात करेंगे संयुक्त बैठक और राष्ट्रपति के अभिभाषण की, समझेंगे विधेयकों पर गतिरोध की स्थिति में कैसे संयुक्त बैठक कार्य करती है, साथ ही साथ अब तक हुई संयुक्त बैठकों के इतिहास पर भी डालेंगे नज़र...

Art. 86 - president may address either Lok Sabha or Rajya Sabha jointly or individually in certain cases.
Art. 87 - president have to address both the house jointly in central hall of parliament after every fresh election and when a new session starts every year which is popularly known as budget session.
Art. 108 - president may call joint sitting in the circumstance of conflict or dispute between both the house regarding passage of a bill
For this three cases may highlighted
1) when bill is pass by one house and not by another .
2) when some amendments made by one house isn't accepted by other house
3) when one house kept the bill for 6 month without giving his assurance to it .
⭕Joint sitting can't be called in case of money bill or constitutional amendment bill i.e only for ordinary bill .

Thank you RSTV.. Here's my takeaway from this:
• Joint Sitting as described in Article 108 of the Indian Constitution and also mentioned in Article 86 and 87 is a mechanism built by our founding fathers to ensure resolution of any unprecedented deadlocks in the working of the elected government.
• As per Article 87 of the Indian Constitution, the President SHALL address both the houses of the Parliament before the first session of the parliament after the general election. The president shall also address both houses before the first session of the new year (budget session).
• The President was supposed to address both houses before every session according to the original constitution, but the first amendment provided for these 2 mandatory addresses only.
• As per Article 86 of the constitution, the President may address either one or both houses whenever he wishes to but the President has never used the power resided in him by this Article till date.
• Article 108 mentions the procedures of the Joint sitting in more detail. A Joint sitting can be presided by either the Speaker/Deputy speaker of Lok Sabha, Deputy Chairman of the Rajya Sabha or by a member selected by the consensus of both houses. It will never be presided by the Chairman of Rajya Sabha.
• A Joint sitting can be called when one house has passed a bill but:
○ The other house rejects it
○ There is no consensus on the amendments to the bill
○ The other house doesn't pass the bill for 6 months
• A Joint sitting is not needed for a MONEY BILL, because if LS passes the money bill RS can't reject it and if RS doesn't pass it within 14 days, it is deemed to be passed.
• A Joint sitting can't be called for a Constitutional Amendment bill which needs a special majority to pass.
• When a Joint sitting is called, the quorum of the Joint sitting which has 1/10th the strength of both houses can pass the bill with a simple majority.
• 3 bills have been passed till date via a joint sitting:
○ Prohibition of Dowry act 1961
○ Banking Service Commission (Repeal) act 1978
○ Prevention of Terrorism act 2002.
