The concept of exterminating the civilian population by air belongs to the British Air Marshal Hugh Trenchard, back at the dawn of the development of air forces, in the First World War. The rationale for this marshal sounds simply wild: “... during an industrial war, the enemy’s residential areas should become natural targets , since the industrial worker is as much a participant in the hostilities as the soldier at the front.” This is a direct violation of Articles 24-27 of the 1907 Hague Convention, which expressly prohibited bombing and shelling of undefended cities.
