You have given an excellent account of refugee problem and it's solution nonetheless it has to be looked at through the prism of humanism.
India should kick out Rohingas from India. Sheltering Hindu and Sikh refugees from Bangladesh, Pakistan are India's agreement during partition. So don't mix the cases.
Why can't they go to Pakistan
Rehabilitation of Kashmiri pandits and Srilankan Tamils should be done first.

India has been generous to several refugees in past and they shouldn't discriminated bcz of religion. Hope India brings a strong policy to address the refugee issue.

Refugees coming to an overcrowded, under developed country with limited resources for their own people is an invitation for diaster and ethnic violence/ genocide.
Plus in a democracy, where Indians themselves dont have enough schools, hospitals, homes, food and medicines for their own - accepting refigees is a double insult to the Indian poor and a punishment for the refugee who has already a target on their back as the locals will see them as parasites stealing their scant resources.
It’s a pity the refugees sons and grandchildren born in India still denied Indian citizenship.
