You could pasteurize it twice
U mean after inoculation? Is preservatives still needed after second pasteurization?
On inoculation you should first prepare the solution of culture powder in short sample of milk

when determining milk to water ratio, we use a hydrometer and the most ideal is 32 and above

Yes we add preservative, we add natamycin, we add it in at the stage of adding flavours
