These are captive spacer so they stay in place during tire changes. This is real helpful on a track bike where you tend to change tires more often. (They also look cool which is never a bad thing IMO) - Van

Mine have a rubber flange that seats around the spacer and covers the area. Are those necessary to keep on ?
