Your first suggestion is the exact issue with this policy, making it so hard to get past the ideation stage will just cause people to not try new ideas. Some ideas are not well defined until they are written into code and tested in production and iterated upon. This is what pivoting in startups is all about. Platforms should provide space for experimentation. I understand some testers, but why 20? That is the sort of safe and round number not based on any evidence that could have only come up from a middle management meeting.
I think the problem here is the whole app-store paradigm, not the application creation. Android (and iOS) are just OS's on small computers that also happen to be phones. The entire idea of a company having control over what you can and cant do with a device that you own is ludicrous. Sideloading, otherwise known simply as installing a program on any other non-phone or tablet device, should be implicit. Ability to lock out the creator of the device should be as well. App store usage should be optional, not a requirement.
Don't care what anyone says, this new policy sucks majorly. I think users can decide if an app sucks or not. We have a feature called "reviews" and also fast internet. We don't need this.

I tried to create a developer's account for an organization using a regular gmail account, and the signup process gets stuck when it asks me for my D-U-N-S Number. Should I create a google account linked to a domain and give it another shot?
Ah, I see. Your account is new. I wouldn't recommend creating another random account to sidestep anything. Even though it stinks up front, I would go through the steps as Google has prescribed them. Google does not take kindly to people it detects has tried to duck the rules and often permanently terminates them. If you did that, @ashwanikumarchaturvedi7925 and @junaidansaari240, I would be concerned that Google would catch on and could get your account shut down. Don't try to sidestep their requirements, but work with Google on this.
The requirement is that each of the 20 testers must have been opted-in continuously for the last 14 days. This means that each tester needs to use the app continuously for 14 days, ensuring they provide feedback consistently over that period. It's not about random usage by different testers, but rather about ensuring sustained engagement from each individual tester over the specified timeframe.
20 is wild. But can you show us how to do it? Create new account and publish it, show us how to be the tester, cuz i dont have any account, and i dont know how it work. I just research first before minding my apps.

Thanks for a detail information on this policy, and i have an doubt does this testing criteria applies when we newly launch the app or for each update we need to review it for 14 days? And what if we get potential bugs on the initial days of testing and when resolved and if re-upload will this break the streak ?
This only applies for new accounts wanting to publicly release a new app, not for app updates. Once your app is approved for production release, you should be good, unless you break some sort of Google Play policy in the future. I don't believe that re-uploading you app during the internal testing phase would reset your 14-day counter. In fact, that is what Google wants you to do, fix things based on feedback before hitting production.
You could try Uptown, but users still will have to install uptown store and change the security settings to install your app. For "common users" this is unthinkable and the app may get limited. Google's policy is screwing us all.
There is F-Droid for open-source apps and Obtanium; both much more developer friendly (ofc much less popular than official google play). Maybe some other alternative emerged too
I have made ave my developer account before nov 13 2023. But not published app and the app is presently saved as draft in my developer account. Will have to follow to same rules of 20 app testers. ?
They can be anyone. These testers do not need to be developers. As long as they are real, legitimate people, not spam accounts, or one person impersonating several people, you are good.
So if we summarize this it's no point building Android apps. Even if you manage to find 20 testers and have created something you believe in there's still a risk Google will say meh!
"Losing" is a very broad term that would need to encompass many variables to accurately define. To be honest, Google was the first one to take this plunge, but I would not be surprised if Apple followed suit in some fashion in the near future. Usually, they both follow each other's lead.
When you did the comparrison to Windows Store 7:06, you acknowledged that the first few rows were high quality apps. tbh most people, most of the time don't scroll past the first few rows anyhow. Even beyond this there were good quality apps mixed in with others. You were able to filter out by user rating, recognition, presentation etc. those apps that were probably not great. These factors allow people to gauge the quality already. If they do try something new, then it might not be great but might be decent and it allows recognition for new developers. A few years back the Windows Store had some fake apps, e.g. pay money to launch a free app, that should be filtered, but then these don't need 20 people testing over 14 days. Also a free app that doesn't have any sort of adult, third party or money making content or asks for personal information is not going to be exploitative. The way that Google do things, it stops any new developers without a ridiculous amount of money from becoming successful. I would make the same argument for new web developers who don't have a fortune to spend on add words, SEO etc.
We really need to be pushing back on this bullshit instead of rolling over and taking it, apps should be like youtube videos, theres some real stinkers, but people watch it day after day, who are you to tell.me whats quality, maybe they need a filter or something i can see the motivation but this is awful
Honestly I just want to make a small game as a side project. I don't spend much time on social media besides twitch/discord/youtube (if you can't call that social media, then I actually don't use any social media at all), so if I actually get a publish-worthy app built then this is probably going to be a fairly difficult requirement for me to meet. EDIT: I just realized that google play is also now publicly displaying the full legal name and legal address of all developers for monetized apps. This means not only do you need to build a sizable community of interest, but you also now expose yourself to far too much risk. This is not a joke. An indie developer goes and starts streaming on twitch, as encouraged by google play store requirements, and you know what any viewer could easily do as soon as their app is published? Look at their address, and fucking SWAT them, because their privacy is not protected. This is awful and I will not be considering developing a monetized app for android unless this problem is fixed. I'll have to look at other approaches if I want to publish for android. I've seen developers redirect their community to a patreon from their discord, and that might be the way to go. If your community gets big enough and you expect monetization to be rather profitable, then the possibility of turning it into a real business opens up and maybe you can consider starting an LLC, but then what address does the LLC have? Not sure how it works at that point - I just know the cost can be expensive.
I bet as i type this comment right now, there are already a few numbers of new websites out there offering a 20$ single pay per app for 20 testing service. Lol 😂 This is what they want to create. New kind of companies.
Perhaps my situation is quite unusual, but I teach people coding in clubs and camp sessions. So I actually want to make simple, derivative apps and games, that are easy to make and publish within a short period, to inspire young, enthusiastic prodigies to do likewise. We all need to start somewhere. Considering how they teach computing in schools and Harvard, I am sure at one stage even the likes of Zuckerburg was making a simple "hello world" program in Scratch at one point and then do similar for web and then smartphone use. They are creating barriers for young new developers to start. It is as if they only want large corporations to have any chance... wait, this is Google, ahh, it is becoming clear now.
I've got a feeling like play store is no more place for small indy devs that make casual apps for hobbies or to link their ideas and projects for friends, now we must look for testers, spends more time on research and social media, networking, than coding, all things I enjoy as a indy dev was taken off by new rules - there we have corpo-monopoly machine - I heard there is more app stores, maybe instead of waste my time I should find other places to put my small hobbyist projects : (
I know this is getting old but if my comment helps devs to find this message, better for everyone. This is one of those policy things Google does not tell you before they take your monies for the new play console account! They ask for D-U-N-S number, contact details etc and the $25 registration fee, before they tell you about these hurdles. I guess our frontend app will not be in Play store, being a mobile UI for the service we provide ...

Yes, they must test the app for at least 20 minutes on two separate occasions every day and each occasion must be separated in time by at least 2 hours. If the first occasion on a particular day takes place later than 10pm local time then the process has failed and they must start over at day 1.
16:23 he says as he plays music way too loud
Are these 20 tests required only when the apps are published for the first time? Or every time?
They are required every time, and on the fifth time google actually requires 1,000 testers. Idk why no one mentions that
Can anyone help me with this?
1- I added a tester email to my list and gave shared link to my friend and he just accepted it and didn't install the app, but still google says 1 person opted in..is that it? or the tester should install the app and use it every day? do they have a way of knowing if someone actually is using it?
2- do you have to do this for every version and update or it's just for the first one?
How are things going with you.. is it just accepting the test is that all? Or what.. can you plz respond.. thanks
@@rafikamari5819 well more than 20 testers opted in but not all of them installed the app and not all of the installed ones used the app..after 14 days google asked a few questions and we answered them briefly. finally they said your testers didn't participate in the test and you didn't answer the questions as we expected..do the test with real users for another 14 says again!!!
Just asking... can i make 20 gmail accounts with my own phone numbers and act as a real 20 different persons, to enroll in close app testing, is it possible or if google can find the culprit?
no , i tried it but its not working , you shoud have 20 different mobiles.
i completed it with the help of my classmates. now my creteria is completed, days are are counting , my 10 days are left . kindly pary for my app . i am working hard on my app.
I mentioned this under the things you should not do section, at the very end starting at 13:53. If you did that,
@ashwanikumarchaturvedi7925 and @junaidansaari240, I would be concerned that Google would catch on and could get your account shut down. Don't try to sidestep their requirements, but work with Google on this.
@@tldrandroid Thanks bro, for your valuable reply...
@@junaidansaari240could you assist me with 20 emails
@@junaidansaari240can you let us know if your testers had to open the app every day for 14 days or just download it on the phone is enough. Thanks!
That is horrible and result is less new app creators and more tik tok dancers. Simple as that.
20 is wild. But can you show us how to do it? Create new account and publish it, show us how to be the tester, cuz i dont have any account, and i dont know how it work. I just research first before minding my apps.
Do need to use the test software every day for 14 days? Is there any time limit on usage?

Can I release a primitive version of the program with nothing in it, test it quickly, and then upgrade it to a full version after the test?
why would you give out your ideas on twitter?
isn't there a way to shove aside playstore and still make our projects for mobile ??
You could try Uptown, but users still will have to install uptown store and change the security settings to install your app. For "common users" this is unthinkable and the app may get limited. Google's policy is screwing us all.
There is F-Droid for open-source apps and Obtanium; both much more developer friendly (ofc much less popular than official google play). Maybe some other alternative emerged too
That testers are only with the first application or with all
I have made ave my developer account before nov 13 2023. But not published app and the app is presently saved as draft in my developer account. Will have to follow to same rules of 20 app testers. ?
Just checked the rule book... sorry bud, you actually need 100 testers
No your account doesnt need testers at all.. (for now)
with this stupid google decision I'm seeing people trading google play accounts
Hi do these testers can be my friends ? Or they need to be developers?
They can be anyone. These testers do not need to be developers. As long as they are real, legitimate people, not spam accounts, or one person impersonating several people, you are good.
@@tldrandroid thank you
Great video, what to do if “almost” Al your network has iOS devices?
It's hard for new developers now :(
I would recommend starting a new life and identity in a new country like Vietnam or The Crow Indian Reservation of North Dakota

So if we summarize this it's no point building Android apps. Even if you manage to find 20 testers and have created something you believe in there's still a risk Google will say meh!
Man, I really am a month late lmao
Don’t understand this testers should open the application everyday for 14 days?
Funny. I just watched a vid saying that google's android is losing to apple's iOS. I guess it's definitive now.
"Losing" is a very broad term that would need to encompass many variables to accurately define. To be honest, Google was the first one to take this plunge, but I would not be surprised if Apple followed suit in some fashion in the near future. Usually, they both follow each other's lead.
this guy just told us to share the app idea before even starting to code lmao, are you hunting for ideas my man ? BS
Do I need a Business Gmail Account for a company Google Play Store Developer Account?
i think it will boost the devs accounts black market. there are thousands unused accs, so devs would happily sell them to newcomers
I would make the same argument for new web developers who don't have a fortune to spend on add words, SEO etc.
even apple review getting much much better every year, android 😵

Only for new created accounts after dec 23
very detail and informative video, tk you very much. Keep up the good work!
Thank you, I'm glad you found it helpful!
We really need to be pushing back on this bullshit instead of rolling over and taking it, apps should be like youtube videos, theres some real stinkers, but people watch it day after day, who are you to tell.me whats quality, maybe they need a filter or something i can see the motivation but this is awful
great video, thanks! was already prepared to go down the community or paid-service path. cheers
I understand that the latest update is that this apply to ALL accounts, not only to new accounts.
As of right now, no. Only new accounts which are submitting new apps are required to do this.
I stand corrected. Thanks@@tldrandroid

I bet as i type this comment right now, there are already a few numbers of new websites out there offering a 20$ single pay per app for 20 testing service. Lol 😂
This is what they want to create.
Jesus fucking christ man😂 this is insane
Shame on you Google....
What a stupid policy! It has no purpose. It's a completely anti-individual developer policy. Personally, I'm new to mobile software and didn't know about this and paid $25 for nothing! I think it's time for a new company to replace Google.
We can test ur apps for u
I think if there are 10 or 100 companies like google and apple in the market, this would be happening.
Hey friend, google play market is global store, so you say only about countries like usa, uk, australia but here is more than 3 billion non-english talking peoples and they don't need X or netflix.
If you or google loves monopolism, do not project it for all world android users.
I just created my dev acc yesterday =(

Meanwhile scammers making knock off apps pay to win or pay to use have no obstacles.
Just use a testing service like others do get 30 testers for 30 days with reviews. Its paid but gives you a guaranteed path forward.
