That type of elevator is wheelchair-only type. The elevator of the same type is used in e.g. my primary school at Strąkowa street in Kraków (where I live) (I'm currently learning at Autism Centre at Spadochroniarzy) and at the toilet near main post office at Westerplatte in the same city. The rules of use are that: 1. Only wheelchaired people can travel this elevator. 2. Lift should be only controlled by an assistant 3. Assistent should, to prevent the fall of wheelchair, lower the "arm-door" on both sides of elevator and keep a passenger on sight. 4. If passenger and assistant will be ready, assistent should hold down the button during the whole elevator ride of wheelchaired person. 5. If the usage of lift ends, assistant should rise up the "arm-door" to allow disabled person to leave the elevator. 6. If it's out of use, the lift should be folded to make the stairs safer to use.
I applaud the people who installed this but it is just a larger version of the kind of stair lift which one can have installed in one's own home if there is difficulty with ascending the stairs.

Not wierd - just an enlarged stairlift. The barriers are because there are always stupid people who will get in the way of it.
