Correct me if I’m wrong, but this doesn’t actually prove that Urshifu is faster than Incineroar. It proves Calyrex outspeeds both and Comfey is slower than Incineroar, but Urshifu could be faster or slower than Incineroar and Comfey.
While you're right that it's possible that Incineroar can outspeed Urshifu, but That means Incineroar has to have speed boosting nature and 220 EVs or more just to outspeed Urshifu with zero investment in speed and Ursh with just speed nature or 52 EVs can outspeed max speed incin so unless Ursh player is intentionally making him slow even though Shadow Caly teams are 99% of the time speedy offensive and incin would prefer bulk and damage most of the time so unless both players were making weird sets that wouldn't happen By the way, sorry for rambling too much and thanks for reading all of that

Technically all of the Pokémon could be speed tying so you should assume for the sake of the puzzle that they’re not
i use comfey a lot, so i knew it was fastest. also thats a weird stat spread on one of them for it to be slower than incineroar.
