If the arrested suspect refuses to cooperate and tell investigators the name of his passenger, then the arrested suspect should be charged with interfering with an investigation.
Fairly certain that the other guy that was with him got charged as well in the assault as being involved since he didn't stop the guy from getting out of the car to attack the other driver.
